The ability is still there, but hiding.. Of course, you can do this, but Microsoft has removed it for security reasons. This requirement has been identified as a top priority 0 - trust.
AllanMW while a nice way to open a folder, this sadly is not a toolbar replacement. I'm astounded and really disappointed that MS would think it ok to remove such useful existing functionality. Richard60 They couldn't find a way to monetize the existing toolbars. Expect to find one with in-app purchases in the store shortly. That should do it. It isn't as pretty as a Toolbar, but it is the best solution that I have found.
Microsoft - it is really really poor practice to remove functionality that people use daily and have come to rely on. It takes a long time to configure environments so they work for one and it would be nice to see a little more respect for your user base. I have been a Windows user since version 3. It has been a long practice for Microsoft Apple does it, too to make usage decisions for us.
I am a power user. Most of my Windows friends have never even used File Manager. So, Microsoft makes these changes to cater to the low-end "normal" user instead of the rest of us. It is absolutely a necessity to NOT remove the functionality that more powerful users rely on. Move these features around, but don't get rid of them. I did leave out one step on my workaround:.
Great find! A very workable compromise solution. My only ideal addition would be to be able to add more than one folder to be a complete Desktop menu solution since desktop icons appear in both User and Public locations. The "new toolbar" is better than nothing, but just barely. It is NOT a replacement for the old toolbar.
When you click on the select folder button, a new toolbar called Quick Launch will be added to the taskbar.
To see all the shortcuts and programs in the quick launch toolbar, click on the double arrow icon next to it. You will see a flyout menu with all the shortcuts. For instance, I added the Spotify application shortcut to the quick launch list.
The new program will be added to the quick launch toolbar as soon as you drop it. Of course, you will find the newly added program in the flyout menu. In the same manner, you can also add your most used or favorite folder to the quick launch toolbar.
However, if you simply drag and drop a folder, it will be copied to the quick launch toolbar rather than creating a shortcut. To avoid that, hold the Alt key while dragging and dropping a folder. While this is just an early look at Windows 11, users might be wondering why some customization and accessibility options might be missing.
Users instead will need to right click the Start button to access this option. You can use Virtual Desktops to gain additional space for all the programs you are running. For instance, you can create a desktop for email, productivity applications, web browsers or a desktop for personal and work. Windows 11 includes greater personalization options, such as the ability to apply a unique background, keyboard commands to organize virtual desktops and renaming.

Thanks for your feedback. In the current public build, many of us feel that the taskbar icons are too small relative to previous Windows editions. I understand the 'underline' indicating active applications; but, I for one prefer the highlight over the entire icon like we had in Windows 8.
Was this comment helpful? Regarding the Start Menu not working. I've tried for almost a year now to correct it by making every change suggested. I finally installed it cleanly. When asked if I wanted to save my files I said, "No". When warned that all my files and programs will be lost, I still went ahead and did the clean install. That no longer works. How do I get it back?
I also use to hover over my Chrome icon and it would show me the last places I have been to - banking, facebook, etc - that also disappeared. This is just in the last week or so. I want it back. It made life so easy. I hate going through all the steps to get back to my last documents, my last facebook, my last excel or Word document, etc. How do I fix this?
